I have access to a proposal at present being promoted by the Military Council.
- The new constitution will give the President a veto over all legislation including budget and supply.
- The President will be appointed for a term of ten years.
- The President will be the titular head of the RFMF and be able to direct the Commander RFMF.
- The President will be able to impeach and remove any MP including the Prime Minister for actions he deems not in the best interests of the Republic of Fiji.
- The President will be able to call an election if he deems the administration is unable to adequately govern.
- The President will have lifetime immunity from legal prosecution.
- The Initial President will be appointed by the outgoing administration to maintain stability over the first ten years.

It would obviously give too much power to the president, especially since he has a very long term, i.e., 10 years. The first president would be hand-picked by the dictator and could cripple the government for 10 years. He could do all sorts of mischief.

10 years with immunity for life??? Backfire! Then the government can no longer keep the people at bay with hope of future elections and democracy. It makes it very clear to every person that there is only one possible way to remove and replace the president. An organized conspiracy isn’t even necessary because everyone knows there is only one option.

This e-mail is 100% correct as we have blown the whistle so many times from leaks from the AG office that they will remove President soon.
It is all part of an exit plan to hold on to power untill death.There is no other option.A return to any form of democracy means reactivation of the Court of Appeal decision meaning that the government is illegal and all those who partipated or supported it are destined for long prison terms just like George Speight’s government.
Baini and Ayarse will not allow that to happen,so they will hold onto power for as long as their natural life allows.

This is nothing new. Frank has been pushing for himself as President with an elected parlement running the country. Part of his position as President would be to guide the country within the constitution and road foward. He would do this through threatening a veto on proposed legislation that was outside the vision.
This proposal is not new and I know a paper on it was asked for in May. What you saw may be a draft outline of this paper.
I would be happy with Frank as President. We need to get urgently back to a democracy with international support to get us out of the mess we have slid into since 2006. We do have a lot of money being thrown around in villages and other areas that will be required to vote pro government in 2014 but the life of the average citizen has fallen to the worst I have seen in my 61 yesrs. Lets all be pragmatic and promote Frank as a way out of this mess. Give him immunity. Give him a veto as we all basicly agree on the Roadmap but not doing it by brute force. Give him ten years as it will take more than this to work our way out of this debt driven recession we are sliding into. But we need to start urgently. I will not live to see Fiji being the vibrant economic miracle of the South Pacific but the chance is there fo my children if we act immediatly. Compromise, KowTow or whatever we need to do to move on.
